Europuls – Center for European Expertise

Launch of the RO2019 Handbook – the Romanian Presidency of the Council of the EU

Europuls has the pleasure to announce the launch of the RO2019 Handbook – the Romanian Presidency of the Council of the EU, which took place on November 21st at the European Economic and Social Committee in Brussels. The event was hosted by Europuls – the Centre of European Expertise jointly with members of the RO2019 Platform, and benefited from the presence of the Romanian Delegate-Minister for European Affairs, Victor Negrescu. The audience was formed of Romanian citizens working in the European Institutions, NGOs experts, representatives from Permanent Representations to the EU, students etc.

RO2019 Handbook is a dynamic guide that explains in simple, but comprehensive terms what the rotating Presidency of the Council of the EU is, why the Presidency is important for Romania and its citizens and how Romania can exploit its expertise in the political field and improve the national brand.

Romania will take over the rotating Presidency of the Council of the EU in less than 2 years and in a highly critical and important moment for the European Union. For the first time since its accession, our country will have to chair the different Council configurations and preparatory bodies, host numerous formal and informal meetings on its territories and to ensure the legislative coherence, continuity and dynamism of the European Union. Therefore, a better understanding of the Council of the EU, of the EU mechanisms and of the importance of this moment are crucial and necessary. As part of the RO2019 project and of the preparations for the Romanian Presidency of the Council of the EU, Europuls drafted a short Ro2019 Handbook. This guide elaborates the nature and facets of the process of holding the rotating presidency, the main responsibilities, the 2019 legislative agenda and so on.

Using an accessible language and graphical elements, Europuls transformed the complicated European procedures into a clear picture to facilitate a better understanding of the process for the Romanian citizens. The structure of this Handbook will be split into 2 main sections: Part I – What does a Presidency entail? and Part II – What does the Presidency mean for you? The first part will explain in broad terms all the aspects of the Presidency, whereas the second part will discuss the role of journalists, civil society, academia and business communities in exploiting the opportunities provided by the RO2019 momentum.

RO2019 – civil society support platform

RO2019 is a nongovernmental project initiated by Europuls – Centre of European Expertise, together with Civil Society Development Foundation (CSDF), which aims to support the preparations for the Romanian Presidency of the Council of the EU in the first semester of 2019. The role of this support platform is to involve the Romanian civil society, journalists and stakeholders from social, academic, business and entrepreneurship environments into this exercise. The target is to reunite the efforts of the civil society both from Romania and from abroad into well adapted public consultation processes in order to ensure that Romania will successfully pass the most important maturity exam since its accession in 2007.
